Judge Jean Spradling Hughes, Harris County Criminal Court-at-Law No. 15Judge Jean Spradling Hughes has served more than 38 years in the criminal justice system, working in all three areas – law enforcement, courts and corrections. Her experience ranges from legal secretary and court clerk to parole, police and undercover officer, criminal defense paralegal, assistant district attorney, and currently judge.

Judge Hughes has presided over Harris County Criminal Court at Law No. 15 since being unanimously appointed to that bench by the Harris County Commissioners Court in 1995.

She has twice served as Presiding Judge of the 15 County Criminal Courts at Law. She is one of 11 elected officials who serve on the Harris County Criminal Justice Coordinating Council whose purpose is to further communication, planning and collaboration between criminal justice agencies in order to enhance system performance and provide better quality criminal justice programs. Judge Hughes serves as Co-Chair of the Jail Population Committee and is a member of the Public Defender Committee. She is Chair of the Harris County Community Justice Council, a legislatively mandated group of stakeholders in the criminal justice community who make recommendations for the Community Supervision and Corrections Department (CSCD). She is participating in the pilot program to more efficiently manage defendants with mental health and mental retardation issues and piloted one of the first DWI courts in Harris County.

She has made presentations to numerous agencies and groups, including the FBI, US Customs, Houston Police Department, Texas Center for the Judiciary, Justice of the Peace Training Center, American Corrections Association, National Association of Bunco Investigators, Texas Department of Health, Advanced Criminal Law Seminar and DWI Conference. She is the author of a pamphlet on gypsy and organized traveling groups with special emphasis on senior citizens as victims, and she lectures to numerous groups and organizations on the topic.

This broad understanding of the critical elements of the criminal justice system, along with her life experiences, is invaluable in determining appropriate outcomes for cases that come before her as Judge of the Harris County Criminal Court at Law No. 15.

Judge Hughes is a graduate of South Texas College of Law and received her Bachelor of Arts in Political Science from the University of Texas at Dallas. She holds an Advanced Certificate from the Texas Commission on Law Enforcement Officer Standards and Education.

In 2003, Judge Hughes was named one of "10 Outstanding" Republican Women by the Texas Federation of Republican Women for her years of service to the Republican Party. She served her local Republican women's club as President, Vice President, Parliamentarian and Awards Chair and from 1996-2001 served as TFRW Judicial Liaison. She was a patron and a regular volunteer in numerous campaigns and Party projects.

Judge Hughes has been married to retired Justice Jon Hughes for 20 years and is a member of Chapelwood United Methodist Church.
