Resolution Honoring Charles James Kirk
WHEREAS, Charles James Kirk was born on October 14, 1993, in Arlington Heights, Illinois, and
WHEREAS, at the age of eighteen, Charlie Kirk co-founded Turning Point USA, and in 2019 founded Turning Point Action, both of which, under his bold leadership, energized and inspired countless young Americans to embrace the values of free speech, limited government, and individual liberty through education, campus activism, and national conferences; and
WHEREAS, as founder and CEO of Turning Point Faith, Charlie Kirk dedicated his life to advancing Godly conservative principles and fostering civic engagement across the United States; and
WHEREAS, Charlie’s relentless efforts fueled a movement of Christian conservatism and produced a new generation of leaders who are engaged in thoughtful discourse, who understand the foundations of our morality, and who know how to defend the constitutional values that make this country great; and
WHEREAS, Charlie Kirk, though he faced jeers, bias, and persecution by the dour leftist establishment in education and media, yet always with humor and good cheer and in a spirit of open debate, fearlessly communicated a message of American exceptionalism, Judeo-Christian values, capitalism, and constitutional liberty to students across the nation; and
WHEREAS, Charlie Kirk, through his organizations, events, and media appearances, promoted policies to strengthen families and communities, to defend the unalienable rights endowed by our Creator, and to uphold the rule of law in our Republic; and
WHEREAS, The Charlie Kirk Show, Charlie’s nationally syndicated radio show and podcast, reached millions and kindled informed discussions on critical issues facing Americans; and
WHEREAS, Charlie Kirk attracted thousands of eager attendees to his events and truly rose to become the preeminent conservative voice of his generation; and
WHEREAS, Charlie’s commitment to grassroots organizing also mobilized countless numbers of citizens to actively participate in the political process; and
WHEREAS, Charlie Kirk’s genuine love of God and for country motivated an audience, both young and old, thirsting to hear a positive message about renewing America; and
WHEREAS, Charlie Kirk impressively and unforgettably accomplished so much in just thirty-one years, sharing his message with an intellectual force, an amazingly quick and puckish wit, an unstoppable and vibrant energy, and – above all else – Christian charity for his fellow man; and
WHEREAS, Charlie Kirk was married to Erika Lane Kirk, the mother of their young son and daughter; and
WHEREAS, Charlie Kirk played a pivotal role in the successful election of President Donald J. Trump in 2024; and
WHEREAS, on September 10, 2025, in an act of unspeakable evil, Charlie Kirk was assassinated by a gunshot to the neck while speaking at Utah Valley University; and
WHEREAS, the life’s work of Charlie Kirk will endure and be multiplied through all who share his unwavering commitment to our Lord and Savior Jesus Christ and his love for the United States of America; now
THEREFORE, BE IT RESOLVED that the Harris County Republican Party hereby honors the memory of Charles James Kirk for his singular contributions to the advancement of Judeo-Christian principles, conservative values, civic engagement, and the empowerment of young Americans; and
BE IT FURTHER RESOLVED that the Harris County Republican Party expresses its deep sorrow and extends condolences to Charlie’s widow Erika Kirk, to the son and daughter of Charlie and Erika, to the entire Kirk family, and to the countless friends and patriots across the United States who mourn this incomprehensible loss; and
BE IT FURTHER RESOLVED that the Harris County Republican Party, united in prayerful resolve, with sincere gratitude for the unparalleled accomplishments of Charles James Kirk, and steadfastly committed to his legacy, renews our commitment to forge a better nation under God.

Resolution: Return Harris County to Precinct Voting (09025)
WHEREAS, the Harris County Republican Party (HCRP) is committed to upholding the integrity and transparency of elections, including protecting the right to a secret ballot as established in the Texas Election Code,
WHEREAS, the case Zimmern v. Hidalgo (Case No. 4:24-cv-04439) revealed that countywide data could be backtracked to identify voters of approximately 40,000 Harris Count ballots, violating ballot secrecy and leaving voters susceptible to possible intimidation or coercion,
WHEREAS, Harris County’s current method of ballot information redaction to conceal voter personal data undermines public confidence in the fairness of our elections;
WHEREAS, returning to precinct voting will enhance protection against fraud and errors in vote tabulation;
BE IT RESOLVED, that in order to preserve ballot secrecy where county wide voting sacrifices security for convenience, where data back tracing revealed the voter identifies of more than 40,000 Harris County ballots in 2024, to provide confidence and fairness of our elections so Harris County is not forced to redact personal voter information on ballots, and to protect against fraud and errors in vote tabulation, the HCRP urges local and state authorities to consolidate precincts and return to Precinct Voting and meet the precinct population standards outlined by the Texas Election Code. This should include reviewing and consolidating underutilized precincts, while increasing voting locations in high-density areas. The HCRP will collaborate with local officials, the Texas Secretary of State, and other stakeholders to ensure these changes are implemented swiftly for upcoming elections.

Resolution for Returning to the Roots of the Republican Party
A RESOLUTION by the Harris County Republican Party of Texas Supporting the Call to the Republican Party to Return to Its Roots as the Party of Industry, Manufacturing, Infrastructure, and Workers
WHEREAS President Donald Trump is demonstrating such extraordinary success in fulfilling his campaign promises that his presidency could be termed transformational in reshaping the United States and the world; and,
WHEREAS President Trump elaborated that change in orientation April 8, 2025, stating: “I’m proud to be the president for the workers, not the outsourcers; the president who stands up for Main Street, not Wall Street; who protects the middle class, not the political class; and who defends America, not trade manipulators all over the globe”; and,
WHEREAS the 2024 Republican National Platform heralded a sea change in Republican Party orientation with its dedication to the “forgotten men and women of America” and its declaration that “The Republican Party must return to its roots as the Party of Industry, Manufacturing, Infrastructure, and Workers”; and,
WHEREAS President Trump gave content to this reorientation, expressing his intent during the 2024 campaign to effect a “quantum leap in the standard of living,” and to protect the standard of living as evidenced in the Platform’s 20 promises to “end inflation and make America affordable again”; enact “large tax cuts for workers” including no tax on tips, no tax on Social Security, and no tax on overtime; and “protect Social Security and Medicare with no cuts to benefits and no changes to the retirement age”—as delivered in the One Big Beautiful Bill; and,
WHEREAS President Trump put forward economic policies to create the jobs where one income can support a family, such as the Platform’s promises to “stop outsourcing and turn the United States into a manufacturing superpower” and to “make America the dominant energy producer in the world,” allowing our youth to look to a future in which they can marry, own their home, and afford to raise children; and,
WHEREAS once again becoming the party of the working man will consolidate the political realignment demonstrated by President Trump’s victory in the 2024 election and the strength of the Republican Party for years to come.
NOW, THEREFORE BE IT RESOLVED that the Harris County Republican Party of Texas embraces the call to return to our roots as the Party of Industry, Manufacturing, Infrastructure, and Workers”;and, BE IT FURTHER RESOLVED that the Harris County Republican Party of Texas calls upon our members and supporters to prioritize candidates that likewise embrace the call for the Republican Party to return to its roots and champion our commitment to be the party of working United States citizens.

Resolution In Opposition to the H-1B Visa Program
WHEREAS, there is no shortage of educated American talent in the job market; in fact, the unemployment rate for recent college grads has reached nearly 6%, exceeding the national unemployment rate by the highest margin in over 30 years; and
WHEREAS, forcing Americans to compete with the entire world for jobs suppresses wage growth and transfers wealth from employees to employers; and
WHEREAS, the Republican Party of Texas platform calls for a repeal of the H-1B program in Plank 238, “Putting American Citizens First in Immigration Policy.”
THEREFORE, BE IT RESOLVED that Harris County Republican Party supports ending the H-1B visa program and calls on our elected representatives to do the same.

Harris County Republican Party Recommends Voting In Favor of Propositions 2, 12, 15, and 16
WHEREAS, Texas voters will vote on seventeen proposed amendments to the Texas Constitution on November 4, 2025; and
WHEREAS, Proposition 2 prohibits the imposition of a tax on the realized or unrealized capital gains of an individual, family, estate, or trust; and
WHEREAS, capital gains taxes discourage investment, slow economic growth, and reduce job creation; and
WHEREAS, Proposition 12 allows the State Commission on Judicial Conduct to more effectively sanction judges and justices for judicial misconduct; and
WHEREAS, reforms to the oversight of judges in Texas would reduce abuses of judicial power and limit failures of competency; and
WHEREAS, Proposition 15 affirms that parents are the primary decision makers for their children; and
WHEREAS, parents have a God-given, unalienable right to make decisions concerning their children’s upbringing, and the traditional family of one natural man and one natural woman remains the bedrock foundation of society in natural law; and
WHEREAS, Proposition 16 clarifies that a voter must be a United States citizen; and
WHEREAS, the Texas Constitution excludes as voters people under age 18, those who are determined to be mentally incompetent, and certain persons convicted of felonies, but fails to exclude non-citizens, an oversight which must be corrected due to the rise of malicious, left-wing agitators who want to destroy free and fair elections, the foundational system of our representative Republic, by allowing people who are not citizens to vote; now
THEREFORE, BE IT RESOLVED that the Harris County Republican Party recommends a vote in favor of Propositions 2, 12, 15, and 16.
