December 6 2021 EC Adopted Resolutions

Resolution Honoring Richard Franklin Dillon, Jr.

WHEREAS, Richard Franklin Dillon, Jr., was born in Indianapolis, Indiana, on August 16, 1954 to
parents Richard Sr. and Blanche and was a devoted son who cared for his parents’ well-being; and

WHEREAS, Richard became a naturalized Texan and married Genoveva on December 21, 1979,
and with her shared a life devoted to worshiping the Lord, raising their family, serving their
neighbors, and striving for a better country; and

WHEREAS, Richard and Genoveva became parents to daughter Elizabeth (husband Ben Stinsman)
and sons Andrew (wife Ashley) and Joshua (wife Jordan), and later grandparents to Alexis Dillon,
Nathaniel Dillon, and a granddaughter on the way; and

WHEREAS, Richard was a gifted polymath who relished learning about diverse subjects and eagerly
sharing the knowledge with others; and

WHEREAS, Richard enthusiastically spread the word of God by teaching Sunday School at his
home church of Harvest Christian Fellowship and supporting the evangelical mission of The
Gideons; and

WHEREAS, Richard promoted conservative values in government as a vocal advocate for the
Harris County Republican Party and for candidates who shared those values, as an active Harris
County Republican Party Precinct Chair from 2002 to 2016, as a delegate to numerous district and
state Republican conventions, and as the Senatorial District 15 State Platform Committee
representative in 2012 and 2014; and

WHEREAS, Richard Franklin Dillon, Jr., who placed his trust in Jesus, “the way, the truth, and the
life,” returned to the Lord on November 4, 2021; now

THEREFORE, BE IT RESOLVED that the Harris County Republican Party hereby honors
Richard Franklin Dillon, Jr., for his admirable life of service to God, family, and country; and

BE IT FURTHER RESOLVED that the Harris County Republican Party offers prayers for and
extends heartfelt condolences to the family of Richard Dillon; and

BE IT FURTHER RESOLVED that this Resolution be included in the Minutes of the Harris
County Republican Party Executive Committee meeting this sixth day of December, 2021.

Publicly Display Executive Committee Resolutions on HCRP Website
Resolution by Harris County Republican Party on September 20, 2021

WHEREAS: The purpose of resolutions by the Executive Committee includes
providing visibility to positions taken by the Harris County Republican Party and
providing for actions to be taken in support of those positions; and,

WHEREAS: There is a need to make it easier for members of the Executive
Committee to review the status of any actions required by those resolutions:

BE IT HEREBY RESOLVED: That any resolutions passed by affirmative vote of
the Executive Committee shall be posted and publicly displayed on the Harris
County GOP website within one week of its passage; and,

BE IT HEREBY RESOVED: That such resolutions shall remain in public display
on the website until such time as it is superseded or rescinded by subsequent
vote of the HCRP Executive Committee; and,

BE IT HEREBY RESOLVED: That all such resolutions shall be displayed in the
chronological order of passage.

RESOLUTION ON TASA & TASB

Whereas the Republican Party of Texas Platform states in plank 198, “Tax-Funded Lobbying:
We oppose using tax dollars to hire lobbyists or pay dues to associations that lobby the
Legislature.”

Whereas the Republican Party of Texas Platform plank 146 states, “Gender Identity: The
official position of the Texas schools shall be that there are only two genders; biological male
and biological female. We oppose transgender normalizing curriculum and pronoun use.”

Whereas the Texas Association of School Administrators and the Texas Association of School
Boards support and codify the Transgender and the LGBTQ Community and the usage of
preferred pronouns.

Whereas the Republican Party of Texas Platform plank 62 states “Right to Free Speech: We
resolve that free speech shall remain free; that opinions may be spoken, recorded, printed,
published, and shared without censorship or reprisal; and that Congress will ensure that
individuals’ rights to free speech will not be infringed upon with unconstitutional laws defining
“hate speech” and “hate crimes.”

Whereas the Texas Association of School Boards funds the National Association of School
Boards who petitioned the Federal Government to label parents who exercise their free
speech rights by addressing their local School Boards in regard to Critical Race Theory and
Covid Mandates as “Domestic Terrorists”

Whereas the Republican Party of Texas Platform plank 138 states, “……..We reject Critical Race
Theory as a post-Marxist ideology that seeks to undermine the system of law and order itself
and to reduce individuals to their group identity alone. We support legislation to remove this
ideology from government programs, including education involving race, discrimination, and
racial awareness. To facilitate the appreciation of our American identity, the contrast between
freedom and the tyrannical history of socialism/communism throughout history must be
taught………”

Whereas the Texas Association of School Boards and the Texas Association of School
Administrators promote the Marxist ideologies of Critical Race Theory aka Cultural Relevance,
Social Justice, Diversity, Equity and Inclusion.

Whereas in funding through tax dollars the lobbying associations of Texas Association of
School Administrators and the Texas Association of School Boards we are funding our own
demise and freedom as Americans.

Therefore let it be resolved the Harris County Republican Party Executive Committee calls on
all Harris County School Districts to stop funding Texas Association of School Administrators
and Texas Association of School Boards which ultimately work to the demise of our American
core principles and values.

Therefore let it be resolved that the Harris County Republican Executive Committee calls on
our Texas State Legislators to take action through legislative means and enacting laws , per the
Republican Party of Texas Platform, to stop taxpayer funded lobbying through the Texas
Association of School Administrators and the Texas Association of School Boards.
