Resolutions passed for June 30 Executive Committee Meeting
CELEBRATING THE 250TH BIRTHDAY OF THE UNITED STATES ARMY
Whereas The Continental Army was born on June 14, 1775, by consolidating scattered militias which included the elite quick-acting “minute-men” who had been trained under a British mandate to be ready for defending the Crown, and placed under the Command of General George Washington; and
Whereas, The Continental Army, would evolve into the Regular Army by action of Second Congressional Congress on June 3, 1784, and the Regular Army would be reorganized as the Legion of the United States, established in 1791, and finally renamed the United States Army in 1796; and
Whereas, the United States Army has fought in every military conflict since its conception including the War of 1812, the second war with Great Britain, the Seminole Wars which lasted for 50 years, the Spanish-American War of 1898, both World Wars, the Korean War in 1950, the Vietnam War from 1960-1970’s, Desert Storm in 1990’s, and the War on Terror which began September 11, 2001, including Operation Iraqi Freedom, and Operation Enduring Freedom; and
Whereas, after the Vietnam War, three components of the Army evolved into the Regular Army, the Army Reserve, and the Army National Guard, as a single force; and
Whereas the United States Army serves as the primary land-based branch of the United States Department of Defense, which defines the purpose of the army as: preserving the peace and security and providing for the defense of the United States, the Commonwealths, and possessions, including any areas occupied by the United States, supporting the national policies, implementing the national objectives, and overcoming any nations responsible for aggressive acts that imperil the peace and security of the United States; and
Whereas the recruiting efforts continue to explode with the current numbers for the United States Army standing at approximately 461,657 members, the Army National Guard at approximately 329,705 members, and the Army Reserve at approximately 171,171 members.
Whereas the Army has been through a lot of changes over the last 250 years; and while it stands as the premier fighting force in the world, we cannot forget the existential threats facing our service members around the world and at home.
Therefore, be it resolved that all citizens of the United States owe the United States Army and all of its active-duty members, veterans, and all personnel, throughout the centuries, who have given the ultimate sacrifice for our protection, a huge debt of gratitude; and
Therefore, be it further resolved that the Harris County Republican Party wishes the United States Army a very Happy 250th Birthday; and let this birthday remind us of the resilience and resolve in keeping our Country safe while protecting our freedoms, our Constitution, and our way of life. Hooah!

A Resolution by the Harris County Republican Party To Affirm that Our Party Supports Producers
WHEREAS, the 2024 Republican National Platform is dedicated to the “forgotten man and women of America”;
WHEREAS, the 2024 Republican National Platform declares that “The Republican Party must return to its roots as the Party of Industry, Manufacturing, Infrastructure, and Workers”;
WHEREAS, among the Platform’s 20 promises is a commitment to “end inflation and make American affordable again”; “stop outsourcing and turn the United States into a manufacturing superpower”; enact “large tax cuts for workers” including no tax on tips, no tax on Social Security, and no tax on overtime; and “make America the dominant energy producer in the world”;
WHEREAS, also among the 20 promises is to “protect Social Security and Medicare with no cuts to benefits and no changes to the retirement age”;
WHEREAS, Donald Trump affirmed again on April 8: “I’m proud to be the president for the workers, not the outsourcers; the president who stands up for Main Street, not Wall Street; who protects the middle class, not the political class; and who defends America, not trade cheaters all over the globe.”
NOW THEREFORE BE IT RESOLVED that the Harris County Republican Party embraces the 2024 Republican Party Platform and the Platform’s call to return to our roots as the Party of working men and women;
BE IT FURTHER RESOLVED that the Harris County Republican Party affirms our commitment to fulfill the Platform’s 20 promises including no cuts to Social Security and Medicare for living US citizens and tax cuts,;
BE IT FURTHER RESOLVED that the Harris County Republican Party calls upon our members and supporters to select candidates that similarly embrace the 2024 Party Platform and champion our commitment to be the party of working men and women.
Payment Freedom and Fair Access Legislation
A Resolution of the Executive Committee of the Harris County Republican Party
WHEREAS, United States coins and currency are legal tender for all debts, public and private, as defined by 31 U.S.C. § 5103, and denying cash acceptance undermines the public trust in the national monetary system; and
WHEREAS, Cash is universally accessible and inclusive—serving unbanked and underbanked populations, including millions of Americans without access to credit cards, smartphones, or banking infrastructure; and
WHEREAS, Allowing digital-only transactions erodes individual privacy, as cash provides a critical safeguard against constant financial surveillance, data tracking, and government or corporate intrusion into consumer behavior; and
WHEREAS, The compelled use of digital payment methods may infringe on constitutional rights, including the First, Fourth, and Fourteenth Amendments, by chilling anonymous expression, enabling dragnet data collection, and disproportionately harming low-income and marginalized individuals; and
WHEREAS, Vending machines and remote points of sale—often placed in publicly funded or taxpayer-supported locations such as hospitals, transit hubs, and government buildings—frequently exclude cash users, denying equitable access to food, water, and essential goods and services; and
WHEREAS, Jurisdictions such as Philadelphia, New Jersey, New York City, and San Francisco have already enacted legislation requiring cash acceptance, demonstrating the legality and viability of such consumer protection laws; and
WHEREAS, The City of Houston, as a home-rule city under the Texas Constitution, and the State of Texas each have legal authority to pass ordinances or legislation regulating commerce to protect consumers and uphold constitutional rights; and
WHEREAS, Texas has affirmed its opposition to the exclusive use of central bank digital currencies through Senate Concurrent Resolution 8 (2025), citing concerns about privacy, cybersecurity, and federal overreach; and
WHEREAS, The Republican Party of Texas Platform Plank 31 has expressed strong opposition to corporate overreach and the implementation of Environmental, Social, and Governance (ESG) policies associated with the Great Reset, recognizing that such frameworks threaten individual liberties, suppress access to financial services based on political or ideological grounds, and enable corporate discrimination against lawful industries and personal choices; and
WHEREAS, The Republican Party of Texas Platform Plank 32 affirms the natural right of individuals to choose their form of currency, opposes the imposition of Central Bank Digital Currencies (CBDCs) as legal tender, and seeks to protect Texans’ ability to engage in private and commercial transactions free from federal financial surveillance or centralized control, thus supporting the continued legal tender status and guaranteed acceptance of physical cash in all transactions;
WHEREAS, It is a compelling interest of both the State of Texas and the City of Houston to affirm and protect the human right to engage in lawful, private, and inclusive commerce using U.S. legal tender;
THEREFORE, BE IT RESOLVED that the Executive Committee of the Harris County Republican Party calls on the Texas Legislature, during its next regular or special session, to enact legislation requiring all persons and entities operating in Texas to accept United States currency as a lawful form of payment for all transactions.
BE IT FURTHER RESOLVED that the Executive Committee of the Harris County Republican Party calls on the Houston City Council to enact parallel legislation requiring all persons and entities operating in the City of Houston to accept U.S. currency as legal tender for all transactions.
BE IT FURTHER RESOLVED that this resolution be transmitted in writing within 10 days of its adoption to the Governor of Texas, to State Representatives and Senators serving districts within Harris County, to all members of the Houston City Council, and be published on the Harris County Republican Party’s official website.

RESOLUTION IN SUPPORT OF THE US ACTION ON IRAN’S NUCLEAR FACILITIES
Whereas by all accounts, the US attack on Iran’s nuclear facilities was an overwhelming success and a game changer for a more peaceful Middle East; And, whereas the military operation was carried out with surprise, secrecy, and deception, without a single casualty;
And whereas the brave and skilled B-2 pilots from Whiteman Air Force Base in Missouri flew a 36-hour round trip and guided the 30,000 pound Massive Ordinance Penetration bombs with pinpoint precision into the ventilation shafts of Iran’s Fordo nuclear facility;
And whereas the expert flights of the B-2’s could not have been carried out successfully without the tanker pilots who re-fueled the B-2’s on their mission, the fighter pilots who flew in protection of the B-2’s and all the support and ground crews;
And whereas our combined Air and Naval Forces took out 2 other Iranian nuclear sites:
Natanz and Isfahan with a combination of bombs and submarine fired Patriot Missiles;
And whereas the strength and respect of the United States military might has been renewed worldwide;
And whereas President Trump has shown great leadership and resolve in protecting the United States and Israel from potential use of nuclear weapons by the Iranian regime and courage in his bold action giving the final order for the surgical military operation;
And whereas Defense Secretary, Pete Hegseth, deserves great credit for the military’s carrying out the operation flawlessly and in secrecy without any leaks;
And whereas Chairman of the Joint Chiefs of Staff, General Dan ‘Razin’ Cain is to be commended for his brilliant battle plan, Operation Midnight Hammer, which will go down in history as one of the most successful military operations of all times;
Therefore, be it resolved that the Harris County Republican Party commends and congratulates: Commander-in-Chief, President Donald Trump; Secretary of Defense, Pete Hegseth; Chairman of the Joint Chiefs of Staff, General Dan ‘Razin’ Cain; the brave and skilled B-2 pilots from Whiteman Air Force Base; the naval submarine commanders and crews; and all the US forces who played any support role in the successful outcome of Operation Midnight Hammer for a historic military operation, which has made the world a safer place.
